Basic Skills Requirement: As of July 1, 2024, new provisions in state law allow for the candidate’s bachelor’s degree or higher from a regionally accredited institution of higher education to serve as demonstration of basic skills in reading, writing, and mathematics.
Information for Enrolling in the Intern Program:
In order to participate in the Yolo-Solano Center for Teacher Credentialing Intern Teacher Program, eligible intern teachers must meet the requirements listed below. These requirements are set by the Commission on Teacher Credentialing (CTC)
Candidates are required to complete infant, child and adult cardiopulmonary resuscitation (CPR) certification that meets the criteria of the American Heart Association or the American Red Cross and provide proof of completion to YSCTC for their preliminary credential.

- Hold a Bachelor degree from a regionally accredited institution of higher education (official transcripts showing the degree conferred are required)
- Meet Basic Skills Requirement. As of July 1, 2024, new provisions in state law allow for the candidate’s bachelor’s degree or higher from a regionally accredited institution of higher education to serve as demonstration of basic skills in reading, writing, and mathematics. Degrees Earned Outside of the United States A bachelor’s degree (or higher) earned outside the United States must be deemed equivalent to a degree earned at a regionally accredited college or university in the United States to meet licensure requirements and satisfy the BSR. Educators that earned their degrees from outside of the United States must obtain an evaluation of their transcripts through a Commission approved Foreign Transcript Evaluating Agency. - Complete the Intern Program Pre-service coursework to be considered for a District Intern Credential. Preservice consists of 120 hours of coursework.
- Complete Subject Matter Competence: There are 5 options to meet this requirement. 1. Pass the California Subject Matter Examination for Teachers (CSET). 2. Complete a Commission Approved Elementary Subject Matter Program. 3. Academic Degree Major. Click here to see what degrees qualify 4. Coursework Evaluation. 5. - Complete the U.S. Constitution Requirement (exam or class). For more information on this requirement . Click Here.
- Provide receipt of a valid Certificate of Clearance from CTC (fingerprinting). CTC memo on information for Purposes, Uses, and Responsibilities of Holders of Certificates of Clearance
- Provide verification of an offer of employment as “Teacher of Record” from a participating district. (Employment must be at least .5 FTE in the established credential area only and not as an aide, substitute, PIP, STSP, or TPSL). Here is a sample proof of eligibility form.
- Provide negative TB test results (valid within the last four years)

Please note: As of January 1, 2018, California Education Code Sections 44225 and 44259 were changed to allow a bachelor’s degree in education for candidates seeking the multiple subject credential (Chapter 123, Statutes of 2017). The new law did not change the prohibition of an education major for other credentials. Candidates seeking an Education Specialist who hold a Professional Education degree as their primary Bachelor's degree are NOT eligible for the Intern Program as per CTC requirements.
