Teacher Induction, previously known as BTSA (Beginning Teacher Support and Assessment), is a statewide program governed by the California Commission on Teacher Credentialing. Induction programs grew from the California New Teacher Project (CNTP, 1989-1991) and SB 148 which funded 37 programs statewide for research and development. The initial purpose of this large-scale pilot project was to determine the most cost effective ways to support and assess all beginning teachers. The Project demonstrated success helping new teachers perform more effectively with a variety of students, as well as in retaining new teachers. Upon completion of the pilot project (1992), policymakers drafted a statute (SB 1422, Bergeson, 1992) to fund 29 programs statewide for program design and assessment. In 1998, SB 2042 funded statewide induction for all, introduced the Learning to Teach System, approved the Induction Standards, and established induction as a requirement for the Professional Clear Teaching Credential. AB 2210 (2004) mandated induction as the intended path for clearing a teaching credential. In 2013, the Local Control Funding Formula was enacted, replacing the previous statewide school finance structure, causing Induction to become a fee-for-service program.
The Yolo-Solano Induction Program was created in 1998 as a partnership between Davis Joint Unified School District, Winters Joint Unified School District, and UC Davis to support new teachers. Beginning in 1999, additional school districts and county offices of education joined to form a consortium. The program began recommending clear credentials in 2003-2004. In 2007, Solano County schools and county office of education joined the consortium.
Currently, Yolo-Solano CTC Induction Program is a regional consortium comprised of ten (10) TK - 12 educational institutions, a number of private and charter schools, and our university partners located in Yolo and Solano counties, serving over 250 teachers. The Program is accredited to provide the following credential programs:
Our two-year Induction Program provides an individualized program of extensive support and mentoring for educators with a Preliminary Credential, enabling teachers to obtain their Clear Credential and enter the career field successfully. Teacher induction programs are based on the California Standards for the Teaching Profession (CSTPs, 2009) and provide professional development to gain competency toward mastery of the standards. Utilizing focused cycles of inquiry, the Program improves effective teaching practices, impacting K-12 student achievement, and increases teacher retention.

- Single Subject Clear Credential
- Education Specialist Clear Credential, including Level II, six authorization areas
- Designated Subjects: Career Technical Education, Preliminary and Clear Credential Programs

- weekly learning-focused conversations between new teacher candidates and mentors
- professional development on CSTPs and Continuum of Teaching Practice
- a menu of professional development meetings throughout the year for candidates and mentors
- 4 cycles of inquiry and reflection for growth and development of teaching practice alighed to the CSTPs
- opportunity to purchase UC Davis Extension units
